Just a short test on preview.
Testbed
- mythic vanguard banner only (+1000 power + 3% DB race = 1031 power)
- weapon for transmutation
- rk 2 BtS - single target DoT power
- Owlbear cub
Here the result (read the numbers in the chat box)- Owlbear procs once only after the first dot

Collateral finding:
If you sum up the total damage from BtS, the sum is far lower than what written in the tooltip at rk 2.
