Shadow demon active proc ???

My question about the shadow demon is the active bonus. Does your deflection always get mitigated to little damage or just once every 30 seconds. In my interpretation of it .. i see the damage as being the only thing restricted to the 30 second timer..that may be wishful thinking.. Am asking because I was going for a deflection build.. with shadowclad..and want to know how effective the two combined would be. If it only minimizes one deflection every 30 seconds that .. does not look like such a bright option.
If anyone knows if the cooldown timer only affects the damage dealt on deflection and not the damage mitigation please let me know... I have no clue where to even begin that search.

You are right, mitigation is always up, the damage reflection only every 30 sec.
