Stronghold leveling up

I'm trying to make an alt character I wanted to level up to 60 in the stronghold, as we did many times with different alts in our guild.
But after the last patch, it doesn't work as it did? Are there any changes to exp in stronghold? Is this change because of the new 5000ZEN lvl 70 char? Is fast exping dead?
Where should I build up my char?

Someone said in the past that stronghold fast leveling got fixed and xp gain from stronghold mobs are now tied to your level.

Everything in this game that is free and good is a bug. It will all eventually be patched so you can pay for it instead.

You still get bonus EXP for running heroic encounters in the guild - not what it used to be, but more than you will get elsewhere.

I ran 5 on my level 4 CW just to get influence for the guild and in those 5 she bumped to level 7.
