Guardian Fighters Shield is Not 100% Working

I have tested this for many hours now over the last few days on many different mobs with pretty consistent results. The guardian fighters shield used to work fine to block a charge making you immune when facing the charge. This has not been the case as of late about 90% of the time. Maybe I am mistaken and it is based on RNG. But if that is the case, my RNG has tanked, pun intended. Not attacking, simply facing a charging foe, shield up, I am 9/10 knocked on my butt. This is not reliant with the text stating you are immune to knockback while shielded. I understand with a GF you have to be facing the opponent to be effective, unlike a pally. This is making no difference and has been thoroughly tested for some duration across many zones by myself. I do not see any patch notes specifying a change to the mechanics of this. Some enlightenment or feedback would be appreciated. Or, better yet, a fix.
