Cold run, and how to get there.

So I've been doing dailies since expansion launched but still can't get to cold run, I can't find in game the requirement for getting there. Is it based on gear score? Thanks in advance for any help. Oh and also, yes I know Google is my friend, and yes I know how to use google, or whatever some smart alec kid will say, but I come to my peers in the community when I have a problem, whats wrong with that?
