Shadowclad enchantment

I'm very interested in this enchantment, but very confused about it. Does it stack a percentage if deflect based on your deflect stat or deflect chance? Or is it a percent added to the chance?
In addition, what would be the ideal stat amount of deflect to have for this enchant to be beneficial?

i would say 0 on a GF.

25% on a gwf/DC/pala

i would wear something else on the others.

I want to use it on my combat HR. My actual stat is 5 deflection, but I have 35.5% chance due to a paragon path. Will it be useless for him?

with lone wolf and on hit deflect chance you are pretty much playing with 50% deflect..
if thats the only enchantment you can afford go for it.. but its definitely not optimal
