When you go to do this herioc in Drowning shores you can kill the mobs but there are no sea elves to rescue.

I can confirm this happened to me as well. Not sure if it's ever-present but at least for the hour I was running heroics in DS I couldn't ever save the poor sea elves because they weren't there

I concur. The merchant's encounter, in the same region, is becoming almost as bad too.

Ive noticed sea elves will appear between the 5-10 minute mark (this changes randomly) and that's if you have killed all the event enemies.

I have experiences both: I killed the mobs, no elves there. Later I was informed by the system that the HE was successful. I take it someone else rescued the elves as soon as they came along. Also, on another occasion I rescued the elves who were simply sitting there. Apparently someone else got rid of the critters first.
In both cases I received the award.
