I don't recall such a cap, but I wouldn't be surprised. I suppose the only thing for it would be to level up more and find out. You don't have any need whatsoever for AD at level 24. I strongly suggest you don't buy leveling gear if it's your only character. Going through the game naturally at least once is pretty valuable to your understanding of the game's mechanics. After that, once you feel like starting a new character - ok, tweak the heck out of it with Ancient Mul, enchants, XVIM whatever and cakewalk through all the leveling zones but I would urge you strongly not to do that on your first run through the game.
Given that - you should just save any and all AD you earn. You don't need to buy anything - the gear you pick up along the way is perfect fine all the way to 70. At level 70, then (and only then) should you start looking at buying yourself a full suit of basic lvl 70 gear and at least R5s in every slot. The only exception to this is at lvl 60, when you can start contemplating armor and weapon enchantments. Might be nice to have enough AD saved up by then to at least get one, if not both, of those at 60... But you probably won't if you blow your AD on lower level gear that you'll just outgrow in a few levels anyway.
Not that I'm aware of... You should be able to run cloak tower at level 12 I believe. Run it twice a day for about 5000AD per run. After the second run the returns are small until the next day. You can gain AD from 2 dungeons a day and 2 skirmishes a day.

that why i quit playing DDO, hate it so much since i can no longer able to afford armor repair cost, you go back tried to earn more gold, it get less for each time you revisit. i went broke.

You only get Astral Diamonds for doing certain actions such as specific quests. I.E. Daily Quests.
