Scourge Warlock Power : Pillar of Power never crits

1) Log in to a level 70 Scourge Warlock (Potentially other levels, but only tested lv 70)
2) Slot Pillar of Power as one of your Encounter Powers
3) Head to any zone with monsters
4) Cast Pillar of Power

Observed Result:
Pillar of Power never critically hit targets.

Expected Result:
Pillar of Power should be able to critically hit targets.

Yes, it doensn't crit. I hope they make this crit, so we don't see more SW Owlbear PoP builds. I'm a 3.6 SW and I dont feel comfortable being forced to buy a 7M companion to get a high boost on my dps. I had the AD twice this month to buy an owlbear, but I didn't. First, since it's "on encounter USE" it shouldn't apply to every single tick/hit of a single casting IN MY OPINION, second, it shouldn't work with a power that is unable to crit. All that sounds very pay to win in my opinion and completely unbalanced (Yes, my main is a SW)
