I would say most people pick a single spec that works for both if they plan on going back and forth - but they may have different gear they put on for one or the other. Other people I know may have two characters (often the same character IE two HR's) one is 100% PVE the other 100% PVP.

People have been asking this same question since day 1 it seems. As is stated above, you can sort of balance it out, but you won't be optimal in either area.
Gear is almost always going to be a problem, so 2 sets are probably required. As far as feats, boons, powers, etc. I would leave towards PVP first, and then once you have a optimal PVP spec, use the remaining points for PVE powers (probably going to have to focus on just a few..hopefully some PVP powers work well in PVE). A PVP spec can do just fine in most PVE content, while a PVE spec probably won't do that great in PVP.
Your mileage may vary of course, and some classes may be different....but PvE is much easier to get through without being optimal than PVP.
Also, I wouldn't say Dual Spec. You are talking more like Dual Talents. Dual Spec usually means something like taking up a second class (IE Paladin/Cleric).

There currently isn't a duel spec, but the devs have mentioned something that's coming soon - Loadouts. Not much more information about it yet, but hopefully it will be something good and helpful.

As stated above if you want best in PVE go for full PVE spec, if PVP go fo PVP spec. Both can be played in both contents, but the efficiency varies.
Loadouts are not Dual Spec, it only gives you the ability to change Ex. your gear and powers on the fly, nothing to do with Dual Spec.
About Dual Spec, no it does not mean Dual Class(switching to another Class), that is a different mechanic.
Dual Spec would give you the option to be Ex. a HR with 2 Paragons and 2 Feat specs, PF Trapper and SW Combat, and switch between those. You would have 2 builds to use inside a Class.
Dual Class would give you the option to cross over to a other Class entirely and switch between those, Ex. OP/TR.
Some Dual/Triple Class mechanics even lets you cross feat some of the second/third class, so you can pick non-class feats for a build.
Ex. a Dual Class SW/GWF, The SW Class could pick some feats of the GWF tree.
Ex. a Triple Class DC/GWF/HR, The DC Class could pick some feats of the GWF and HR tree. See D&D Online.
Usually only the main Class of Dual/Triple Class mechanic can use cross class feats. So you could play a HR/TR but only a pure TR as a second Class. Or you could play a GWF/GF/DC but only a pure GF or DC.
The Triple Spec usually lets you only to be able to play the Triple Class with one build, no swithing to the pure paths.
Dual Specialisation/Class lets you switch between the two on the fly when not in combat, dungeon, PVP match, etc.
