Ring of brutality+4 or personalized

So I am a TR MI Executioner IL3.9. I have 2 personalized rings on me. I dont care about the ArPen or Recovery that these give me, just the power. Do you think i should change to ring of brutality+4 ?

    From PVE perspective you should, brutality is nice boost in every content except for FBI where i prefer constant stats instead 8/10secs in 30 secs, which means change them with brutality/rising power/ostorian rings.
