And BTW, what is this for? Sanctuary: This power now grants 80% damage resistance for those who have taken the Oath of Protection, increased from 60%. Or is Santuary another layer of DR?
If sanctuary was another layer of DR they could remove Binding Oath completely and I would not care.. Alas the OP's block is not like the GF block because Im sure it would be considered overpowered since it leaves no blind spots. That being said we also cant attack with sanctruary on... anyway we'll never be balanced so screw it

First sanctuary is pretty useless as is, it is not DR in the classic term meaning damage resistance, it is damage reduction. So that means if it is not bugged (which it is) when you take 100k hit it reduces incoming damage from 100k to 40k currently. The proposed change would make that 20k, again if you have sanctuary down and it is not bugged. This is all calculated prior to DR (damage resistance) is calculated. So what makes this problematic is for an OP to maintain agro (maybe fixed with BO change) they must be attacking, to attack you cannot be using sanctuary, unlike GF that maintains taunt while shield is up. Furthermore as some have brought up DP, it was already corrected, so much so that most OP have abandoned it's use in favor of SoF. The damage taken by the use of DP was increased, the duration was reduced, the damage taken by those affected was also increased. Stacked SoF is better. The current change of BO essentially ends for me any chance of going back to PvP. I'm sorry with stamina drains, ap drains, the only thing that enabled me to stay alive was BO, the changes to sanctuary will not mitigate these because it requires stamina so all PvP holds for me, with no DPs is death.
I apologize for my English. I was in the FBI. OP, GF, DC and 2x GWF all 4k + 12 and bonding. GF very good buff, almost dying, much greater damage than the GWF. Pladin lives because protector, binding and wisdom aura and everything he gradually taking. I have OP, GWF, GF all 3.5 +

The shift buff for OP tanks is mostly pointless. The GF can do what it needs against a boss and mobs behind guard, dropping only to buff/ect. The OP tank is a lot more dependent on it's encounters to hold agro.

The shift buff is primarily to assist with evening the playing field in terms of surviving large tank buster attacks with noticeable visual tells. In our playtests, we found that given other Paladin adjustments, these were harder to survive. We understand that this buff does not affect general combat survivability in a substantial way. We have other adjustments planned as well, hopefully we'll be ready to bring those to preview soon.

Getting my main nerfed because of content I'm not even doing (FBI) which will affect content I'm actually doing (PVP).. this is what your adjustments look like to me. You guys are really losing me as a customer.

@asterdahl some of the pally changes are looking decent but could you please reduce the sanctuary activation time so it turns on at the same speed as every other classes dodge mechanic? As it stands, by the time you know you need it, it's too late.
edit: and it would be nice if it activated every time I pressed it

The delayed activation and general unreliability make it ill-suited for that purpose.
Does it even do anything at higher levels? Damage resistance is as far as I know capped at 80%. That's easily reached with gear, feats and other more reliable powers. Meaning Sanctuary doesn't actually have an effect against tank busters.
As others here have said, sanctuary doesn't bring your DR up to 80% but rather negates 80% of incoming damage. That's reasonable. I just wish it worked properly.
It's also fair that as the dev team are reworking some of the pallys mechanics they can fix the Sanctuary activation at the same time?

Is this an undocumented change on preview? These patch notes here still say "grants 80% damage resistance".
I've let various mobs beat on me on live for a while now and I'm pretty sure right now it does what it says: it only increases damage resistance, i.e. Sanctuary has no effect on damage when I'm already at 80%.
Did some testing since I'm a curious weird person and I wanna know as well whats going on with Sanctuary.
I tested in multiple ways with less than 80% dr and more than 80% dr. With sanctuary and without sanctuary ofc. So, with 80% dr, sanctuary did not alter the dmg that I took, at all. No effect. With lower than 80% dr, sanctuary did decrease the 'effectiveness', to the same effect as with 80% dr.
On EF, the effect however was very noticable. My normal EF resist is 31% at this moment. The effectiveness of EF was at 69% while not using sanctuary. With sanctuary the effectiveness of EF dropped to 20%.
Fun fact: To reach your EF resistance to enter FBI; use sanctuary.

SW artifact offhand feat for borrowed time is still broken (deflect). Please add fix to next patch.
A. SW was buffed, sparks were broken
B. Sparks were fixed, but stacked endlessly
C. Now sparks are right, but offhand feat broken.
