Supplying the defense quest does not give 3 Dragon Cult Insignia

The quest is supposed to give experience, copper and 3 Dragon Cult Insignia.

It only gives experience and copper. The 3 Dragon Cult insignia are missing.

I donated 12 supplies twice and there are 100 Dragon Cult insignia in my bank.
The 6 insignia are missing.
Based on the log, the 6 insignia were not credited. Only the copper showed up in the log.

Edit: Sorry, it is probably my issue. I am confused with what the NPC said and what I got from the chest.
Although the NPC dialog shows 3 Dragon cult insignia, I think it is only for one who only donate one supply.

It is a bit confusion. However, I assume there should not be extra 3 Insignia.

And here we are 4 years and probably 7 Siege of Neverwinter events later ... and I and many others read the dialog for the quest "Supplying the Defense" as rewarding the Experience (XP) listed, gold listed and 3 Dragon Cult Insignias just as the OP stated above.

In reality, the XP is also reduced by .94373 (consistant across 3 different characters, no XP bonus, levels 31, 76 and 80)

I don't even remember I posted this.
I don't even read the dialog box anymore.
I just do F,1.1,1,3,1,1; pick up from chest, F,1,1,1,3,1,1, ....
