I only got to experience this in mount hotenow, but it could very apply to the others:
I got mount hotenow as a quest area twice in a row, and when I went to pick up those god damn ritual components you for some HAMSTER up reason had to add to it, they had not respawned.

It doesn't have to be twice in a row, getting the same quest twice on one day is enough to bug it, making the progress stuck for the rest of the day.
