Icewind Dale arcane daily bug

Arcane questgiver says get some raw black ice and complete 1 heroic encounter in either icewind pass or dwarven valley. Completing a heroic in dwarven valley does not count. Only works in icewind pass.

Please either fix the question description or make it work in both zones.
