Heroic doesn't start

Everytime we go to the heroic in reclamation rock where you protect the people.. the heroic never starts. Just fails after the timer goes down.

That quest is really buggy and I can't answer as to why. I had the same problem but I was also able to do it a couple times. I would just try to hit the other heroics.

Or you could change instances - sometimes if you hop over to a less populated instance the buggy heroics work.
