Does it seem at times the mpc takes more damage to kill at times then others? Does it seem sometimes they kill you quicker at times then others? Why?

A few factors to consider. Enemies Damage Resistance vs. your resistance ignore stat. The higher the DR is for the enemy the higher you need your RI to be. If the enemy DR is 60% and you only have 20% RI you won't be doing much damage against that enemy as 40% of your damage is being ignored. However, if your IR was at 50% and the enemy DR was only at 40% you would be more than fine to adjust your gear to drop your RI and add more power and crit chance stats to produce more damage.

Here is what I have learned about RI and DR.

You want your RI to be at minimum of 40% for a level 70 character. DPS should have their RI around 50-60%. That will ensure you do not need to worry as much about an enemy DR.

That should solve most of your problems.

If you are leveling and you notice this, than it is a matter of the same issue as I outlined above but you have less control of it due to the gear constantly changing on you.
