The description says "Chilling Cloud now grants 1/2/3/4/5% bonus damage for every target you strike with its third strike. This bonus lasts for 20 seconds and stacks up to 3 times."
Assuming there are 3 targets hit by the 3rd strike, that's 15% bonus damage. Can I get that bonus 2 more times? Put differently, is there a target or bonus limit (other than stacking 3 times)?
Frozen Power Transfer is an amazing feat. The way it works means that it's a buff applied on yourself and increases your entire array of damaging powers on the targets that you hit with it.
If you take it, think of it as an extra power for the At-Will Chilling Cloud that you want to use whenever your main damaging encounters are on a cooldown. If I'm not mistaken, the third strike of Chilling Cloud has a radius of 10-15ft and hits either three or five targets. First two hits are specifically Single-Target, but Third strike is specifically AoE. Each AoE hit has a chance to proc something.
I'm not sure if the timer resets with each new additional stack or you have to stack-up during those 20sec. I think it's the first, that each time you stack the bonus, it refreshes the timer. Then you have extra 20 sec to stack it again, which is more than enough.
This Buff is a multiplier, which is a rather good thing in terms of mathematics.
