Tenebrous enchants?

Are slotting these enchants still viable for dps builds? Load up on hp enchants and stack multiple tenebrous? Do they even stack on multiple pieces of gear for greater effect? Or is going with stat buffs better?

Last I knew of these, only 1 tenebrous would proc at a time, and then they would all go on cooldown. Damage bonus was lackluster. If you want to test them, I recommend only using 1 of these due to the cooldown.

There are reasons they appear so cheap on AH. I'm assuming they are still cheap.

Only 1 procs, they can be useful if you play a character with a higher amount of hit points. To make any real difference in damage, you have to get them ranked up fairly high, which can be too expensive. Tranquil enchants have the same fate, giving far too few HP returns to higher level characters. They aren't "useless," but they both are in desperate need of a rework.

Few month ago they was not working (or no single proc in 10-12 min) for HR, CW.
Was using few R9 and R10 at my SW and they not proc from august...
Also sometimes their dmg may appears in other party members dmg list, for e.g. if there was 2xSW in group (according to ACT). Just tested again and R10 not working(no single proc in log) at dummy and 5min dungeon.

@someonedies can you check them again, better if R10...
Also not notice any significant ICD, but they may not work for several minutes, and then proc several times in row...

I was testing something else out just yesterday and happened to have a tenebrous and it proc'd. Didn't pay attention to the timing, but it was definitely procing.

That strange... probably its server related...
No single proc(ACT + parsing as text) with R10 for 2hr (3 dungeons and some quests)
