Frequent login server timeouts

For the last couple of months, when I try to start up or change characters I usually get the message "Connection to the login server timed out. Please try again later." and have to re-enter my password many times before I can play. This is in the game proper, not the launcher.
I understand timeouts well, and there's nothing a developer can do if a connection simply cannot be established. However, the timeout occurs after only approximately half a second, which is far too quick to conclude that there's a problem. One would expect this to happen after multiple seconds, or even anywhere up to a minute.
Since my Internet connection is otherwise fine and I don't experience any problems while playing (only when connecting to the login server) I wonder - unless something is triggering it to fail early I maybe the timeout tolerance in the game's code might accidentally be missing a zero or two (maybe the devs intend for a timeout to occur after 5 seconds (5000 ms) but set it to 500 ms instead).
