Invite bug if player already in party

This has been an issue for a long time: if I try to invite someone from zone chat, and that person has already been invited for another party, I get the red message saying "this player has already been invited to a party" (so far so good), but then I can't invite anyone else for like 10 minutes. I know that this happens to everyone or almost everyone too.
