Not receiving Campaign Currency & Drowned Shore Heroic Encounter Problem

Tyranny of Dragons Campaign. I'm not always receiving "Page of Arcane Lore" from quests that give it as a reward. Yes I know not all quests give it. Matter of fact the other day I didn't receive any when handing in two quests which gave Arcane Lore. I checked how many I had before handing them in and after and was shorted Arcane Lore. Again today. Had 34, handed two in, one worth 3 Lore and another worth 1 and I'm still @ 34 Arcane Lore. This issue is making the grind to 50 Arcane Lore for the 3rd boon a nearly impossible grind.
Drowned Shore Heroic Encounter on the beach. Kill Foes, Save Elves. When this Heroic pops the Elves are often not present. I've waited as long as 10 minutes into the encounter before the Elves would pop so the Heroic could be completed. This makes grinding for the Water Motes even more difficult. Please put the elves on the heroic timer so they always pop when the Heroic does.
