game hangs on toon switch with latest windows 10 build./ game freeze randomly for split second

i hope it is not only me.
but at the moment i have the latest windows 10 build
and this is the isue i noticed.
1: game randomly between 1 and 4 minutes the game freezes for a split second.
and yes, it is only in neverwinter.
tried windows mode play, full screen mode, Vsync on, Vsync off, nothing.
2: when switching toon game nags to hang around 60/70% loading ,closing the game the hardway is the only solution.
with previous W10 build i didnt had these things.
