Question on Paladin Shields

I have been playing Neverwinter for a long time with a break here and there and I have a shield issue. I can't seem to find the Shield of the Steel bulwark skin for paladins. I know that Shield of the Steel Bulwark is a Guardian Fighter Item. I have it on my Paladin now so i am guessing it must still be in the game or was at one point. Does this exist? If so where does it drop? If not thanks for reading.

If it's just the look you're after, you can get the same model shield in Spinward Rise, one of the Elemental Evil areas. It's called Elemental Shield of the Howling Hatred.
