Elemental evil start special quest bug

It shows I have a special quest "elemental evil" but when I click special quest then the elemental evil box all it pulls up is "goodbye". My other character was able to accept the quest and start it yet this character doesn't have the option to accept, just the"goodbye" option... Both characters are over level 60 and the one that seems to be bugged is actually a higher level. I see others have this same problem but no resolution or any signs anyone is working in it.

I have the same issue. This arrow is annoying. I'm at lvl 70 and i have finished that campaign. That arrow is still there and when you click on it, it says only goodbye. fix it for God's sake please.

I have this issue on my 4th character and it's extremely annoying.

Does anyone else have this problem? I was looking on Google and it looks like XBOX has this problem too.
