Stronghold Quest - Recruit Mercs

I've done this quest several times for the guild, but last night I picked it up and went to Protectors Enclave and couldn't do it. The blue area is not showing on the map. The mercenaries are all in their proper locations but I cannot interact with any of them. Is there something I can do to fix this? I left the area and came back, swapped characters and tried again. Nothing worked yet.

    Took two days but they finally appeared!
