I don't know if this is a bug but maybe someone should look into this issue. I am defending the stance that they aren't RNG, they aren't like any other drop I have encountered. I believe they are on a time limit. Even with a full group killing a max speed they don't drop, if they were truly RNG wouldn't I have seen two drop in the last million pack kills? Plus if I take a break say go get a new cup of coffee, the first pack I kill always drops one! What is this!?!

I'm looking for some others experience and praises/frustration. Or just some insight to why this is designed like this. Thank you.
