swiftness of the fox questiojn?

i talked to an hr the other day and they said swiftness of the fox decreases cooldowns of companion abilities therefore augment companions aren't optimal. i don't know if i buy that, the tooltip on the feat says decreases cooldowns on encounters. anybody have an answer? thanks.

    SWOTF works on our encounters. Only thinkg wwe have that can control companions I can remember is liras bell resezs down companions and has a time cool down and really how companions react are based on there abilities and speed of procting not from our abilities. there is just not a lot of info on companions so this is just my opinion from running bonding companion and 4 others at purple and above
