Josef Linkletter needs fixed. (In my opinion.)
Whenever he is traveling with the Player he "jumps"/"teleports" from behind the player and INTO the player. This causes the player to be unable to activate things (chects/doors/etc).
While this may not "technically" be a "bug", it definutely needs fixed...as he is the only NPC I have seen do this (so far, up to level 60).
