Cannot access earlier skirmishes

Is this because im too high level? How come the dungeons allow levels to be scaled back yet this cant be done with the skirmishes? Im missing one of the earlier skirmishes from my blacklake questlog to get the hero of blacklake title. Is this missed forever now due to this?

    Yes, it's because you're too high level. However, fear not! The devs schedule special "Call to Arms" events for the skirmishes. These usually take place over the span of a weekend and offer special rewards such as cosmetic weapons, dyes, sometimes companions or even mounts! You will be able to complete your achievements while doing this as well.
