Anyway To Transfer ALL paid DLC?

I have bought all the dlc packs on pc, this includes Hero of the North Pack and Dragonborn Legend Pack, is there anyway to transfer that information to the PS4? The whole reason i got excited to start using the PS4 version is because it might actually work, recent updates to the PC version have made it almost unplayable at decent frame rates, going to the stronghold for instance drops the FPS to 12 to 15 on a R9 290 graphics card.
So i am hoping that the console version is locked playable framerate, going to be hella dissapointed if i have to spend over 300 dollars again.

    All systems are completely separate so no way to transfer anything from one version to another.

    It's just really weird that you can link your ARC account to your PSN, and seeing my ARC account knows i own the dlc, as i activated it there..... you would think it could activate it for the console version too, if wouldn't be an issue if the prices were not so stupidity over expensive.
