quick question on daily quests

Hi guys I was reading a guide that says the kobold in the enclave should give me daily skirmish and dungeon quests but I am now past level 30 and he still does not offer me any. Is this outdated? Or just a pc feature? Thanks in advance for any help.

i didnt start seeing the daily missions until the crypt area were you bump in to that first dragon the same lady who gives you that mission gives you the daily's for the first dragon campaign

Could anyone help didn't start the campaign for neverdeath and now don't know if the quest will show back up for me to do campaign
