So yeah. Like the title says.
On legacy, Tactical Superiority made it so Combat Superiority never required an attack and was always on. Like a flat buff.
When you put the 5th point in Tactical Superiority in the new build, it thinks it's still legacy and never 'turns on' Combat Superiority.
Not just the missing icon. Enemies do 7% more damage when the last rank of the feat is engaged, effectively making it so the passive never engages. FYI.
