Nah, there should definitely be IL brackets. The only problem I see with that is people intentionally keeping their IL right beneeth the limit.
Happens in pro boxing too (weight, not IL). It would be a serious improvement to have brackets for total team IL (and also lock people into the gear they queued with).
There would still be exploitation, like people with full boon trees and transcendent weapon enchantments that are relatively undervalued in the IL calculation reducing their less critical gear to enter a lower bracket. But at least there would be a better chance of more balanced matches.

Glory can be used to buy feeder artifacts (power union stability )to refine other artifacts saving you tons of rps especially on a double weekend
and its worth even more so now that stacks of rank 4s and 5 are practically thru the roof in value and scarcity
Second it is needed to upgrade your guild
so how much rps have you wasted lol
