I've a few questions about enchantments

I've Greater PlagueFire and a Lesser Dread
Question 1: What is the duration and cooldown time of the Defense debuff of PlagureFire?
Question 2: Do only encounters active the Defense debuff or can at-wills also?
Question 3: Both PlagueFire and Dread reduce the defense of the enemy but Dread list damage resistance for monsters, is there a difference between damage resistance and defense and does that 1% DR = 10% defense?
