Conqueror's Shard of Power at Level 20 or higher

It seems to me that the only way to get these shards in to do the quest Fight to the Finish. The only way to get the quest is be level 70. Why can't any level over 20 get that quest? I say 20 because Fight to the Finish is a guild quest from Master of the Coin, and you have to be level 20 to do guild quests. I think to help the guilds build faster any character should be able to get that quest after level 20. Is there another way to get these shards without doing the quest?

Not all guild quests can be done at low levels, you also do not get the quest for HE's and the influence drops. Sub 70 guild quests are different from post 70.

However there should be some quest that gives 2 conqueror shards, like the dungeons give fewer, if there is not. I don't PvP, even for the guild, so I don't know if there is another way.

The answer to your question will raise the same question.

You can get 1 per day from siege but then you can not do siege at level 20.

The 1 per day with the stronghold siege is that the 60+ PVP map?

Just level up already - it only takes a week to get to 70.
