THis ONE first discovered back to 2014 and still exists.
WId hunt rider should work like the uncertain allegiance from control wizard renegade tree feat. I WILL explain.
UNCertain allegiance for every critical strike add the buff for 10 seconds, starts a countdown 10-9-8 and if cw critical again goes up again to 10 second so as long his critical it doesnt expires.
THE fix ON Wild hunt should be the same exactly mechanism . WILd Hunt rider tooltip says you have chance 2% to increase damage by 10% on encounter use. THIS companion benefits fast cooldowns classes and some powers like steal time multiproc it. ALL good here.
THE bug here is the timer starts to increasing further than 5 second instead stop at 5 second and starts a countdown. SO that 2% or 4% if you prefer at epic level chance becomes 100% chance with that bug and players do a whole run or a boss fight with permanent 10% increased damage.

SUMMARY: it should GO max 5 second as the tooltip says then start a countdown and every proc to reset to 5 seconds again.

This was fixed in the current patch. No patchnotes for this BTW.
