Is it just me? Armored Ghost Horse Mount only 50% speed increase.

I have been playing Neverwinter, on and off, since beta. I take breaks between updates, so I'm not sure if I'm just forgetting this, but the Armored Ghost Horse mount is now only a 50% speed increase. Wasn't it originally an 80% speed increase (tier 2)? It is 80% on my main. I transferred the mount over to an alt and it's only at 50%. Obviously, there has been changes to the mount system since I last played, but cmon! lol

    Check what speed is slotted on your alt's mount page. It's probably still on the previous green level.
    No idea what my toon is now.
