It was a contest entry from almost two years ago. I haven't played it since then, wasn't much story if I recall. Chances are, since the editor is down and there have been several module releases in between, that there may be broken mechanisms or assets that were altered by a patch. If there is time later today I might go through to see what you're talking about. I'm not sure if the author is still playing Neverwinter, so if it's broken it might not be fixed.

No, that was the date when the quest was republished in the catalog, the editor hasn't been online for over 70 days and won't be until the catalog is fully republished, which is an entirely different problem. This quest was really just a mob grinder and rated very poorly during the contest. I haven't had the time to look at it yet. I'll see if I can find the old posts from the contest reviews, if they still exist. Update: The contest discussion thread was removed. I also can't find the Google+ user that did the reviews, but she did a really good job of keeping the whole contest rated too.

Here's the review she wrote, (thanks @eldarth for tracking it down) :
"Culling the Cult of the Dragon by DemonMongerChild
I could write a lot about this quest, but, I won’t. This quest is a punishment. If you feel you’ve been having too much joy in your life, then this quest -- which consists of multiple stacked AEing mobs throughout -- will solve your happiness problem.
We got through the first couple maps, and then decided we didn’t need this HAMSTER, so we bailed. It didn’t have the chance to take the title of Worst Quest We Actually Finished from Cat Scratch Fever because there was no point to finishing this one. No possible reward could make finishing this quest worth it to us.
Zero stars from us. Foundries should be fun."

I hate paying taxes! Why must I pay thousands of dollars in taxes when everything I buy is taxed anyways!
