Paladin: Bond Of Virtue Indicator Missing

Issue: Frequently during combat I am unable to tell if Bond Of Virtue is activated because the 30' yellow ring circle is not showing and when I press the button to activate Bonds Of Virtue because I believe the power is deactivated the power goes on cooldown and I must wait to activate the power again to make the Bond Of Virtue power show the yellow circle indicator. This issue is causing me to deactivate my power and affecting my game play as well as my allies gameplay. Any help or insight into this issue is greatly appreciated. Thank you.

For me, Bond of Virtue is active, I can see the circle, but absolutely no healing is being done. Neither me or any allies within the circle receive any healing at all.
