OK, it appears that I am not alone, my turn
For the past month now, I have had to constantly stop (Cancel) and start the patch process at the login screen. I usually do a full download every weekly update, but for the past 4 weeks, I have had to do the on-demand option (with stop/start
every time), as it would not download/patch the full one. Today I had to reverse the setting, and the full download worked (Finally!!). Still taking time out of game to post this - that is how much it is bothering me

As you can see, received is less than patched, and I was finally getting there.
For the past 4+ weeks, I have noticed that usually very early in the process, the received continues to increase, but the "Patched" stops (ie, it is no longer decompressing the received), and will continue to download with NO check to see that the download has now exceeded the patch size:
Essentially I have to babysit the process, and guess that when the received has outsized the patched amount, the process has failed (even though it will download forever...). I am using the ARC launcher, so no funny business or Steam!
Is it not possible to put a check in place on the launcher to detect this condition and re-start the patch process if the downloaded amount exceeds the patched amount? I understand it can and does happen occassionally, but EVERY time for the past 4 plus weeks? Also, not everyone has unlimited bandwidth, so would it be possible to put in a max download warning notice that the download has exceeded a user-defined amount - like 1 Gigabyte?
