Ring of Rising Fortitude ???

Equip: When hit by a foe you gain 115 regeneration for 4 seconds. This effect can stack a maximum of 10 times.
But if regeneration works only out side of combat. So you have 4 seconds to get out of COMBAT so the gain in regeneration can help you?
Some of this Legendary Rings do not seem so legendarily useful?

    True. Regen also increases incoming healing of course but it's not that useful

    Yup, spot on... Farm daily in Edemo and demo... Only had 1 +5 ring drop and it was a vanishing presence... yay me... drop rates are way lower than release... most rings you do get are useless to most anyone... more rings to come tho... farm it while its hot!

    Only really good rings (in PvE) are Ring of Brutality and Rising Ring of Power/Precision
    Got +4 of them all, now to get the +5
