Is it possible to level up a Guild Hall and structures without leveling up the PVP sections?

Our guild is small, and really only one player likes to PVP, and most likely because that player is not level 70 yet. Once he hits that level, because his gear score is so low, I doubt he will continue. It's no fun to get stomped all the time--there are sufficient threads detailing the PVP issues, but this question is for the guild hall.

Is it possible to level up the Guild Hall without donating to the PVP structures? We are at level 2 Hall, have the farm and lumberyard, and did the Marketplace. We can't seem to activate the Quarry or the Mine, so I assume we have to do PVP. Is that correct? I thought we were supposed to be able to build the Guild without the PVP costs, so if that is true, please let me know how to bypass those requirements.

Right now, our next target is Guild Hall 3, but I suspect that it will create an error when we actually try to build without the four structures that are listed as a requirement to the next level. Has any other Guild built their structure without PVP? Please advise.

You don't need PvP buildings or their resources to upgrade your Stronghold to 20. Many only use PvP resource Conquest thingies for the Barracks but that is optional.




P.S. The Guildhall itself counts towards the required buildings so you have the 4 buildings.
