Another simple change that would add damage to all AOE Damage would be to take the negative damage to AOE out of Focussed Wizardry. This would increase both paragons' damage. In fact, while they are at it, the damage multipliers in the Heroic Feat tables could be easily modified to add to Arcane/Cold as well.

I like the idea of changing Focused Wizardry to be just a buff to single target spells removing the negative impact to AOE component.

I'd like to see some tweaks and adjustments to make the Oppressor tree more attractive for us, besides just having Icy Veins. In my opinion, the keystone ability of Shatter Strike needs a damage boost.
