Mouse points through window

I am getting this issue where when I point the mouse for a tooltip or a click on a window in the UI, it seems to prefer sending the command to the window below it. This happens also with tooltips where for example if something is linked in tradechat and I bring my character above it and hover the window, it shows me the tooltip of what is linked in chat instead of what the "active" top window has.

The problem also extends to the UI settings window where I cannot for the life of me select certain options in the drop down menu since they will overlap with other options below the drop down menu.....

I have no clue whether this is a bug or something else, I did a fresh install and I am running with default settings.

same problem but it extends into inventory slots as well when selecting one with mouse the purple select box pops up on the one next to it and trying to close a menu is impossible when the game thinks the "x" is an inch to the left of where its supposed to be
