Is lifesteal being read correctly? (more info)

So I'm trying to use Tyrannical Threat and I noticed something about my lifesteal:
1.) It (lifesteal) increases upon activation of TT for ~5 seconds.
2.) What I also noticed was that my outside of battle lifesteal is around 3,200 and then doesn't move during battle unless TT activates.
My theory is that in battle with full sparks plus other buffs I have running, none of it gets applied to the 3200, unless I activate TT. I've tried other powers that I use as well as other dailies, but TT is the only thing increasing my overall lifesteal.
Any ideas on how to understand the info would be appreciated. I also have ACT set up, still learning to read it! xD
