I'd like to report the following.
It seems that the (very important) feat in the Oppressor Tree of the Control Wizard "Glacial Movement" does not work right. It says it "increases each rank of Orb of Imposition by 20%". This is, however, the results after using it on dummies in Protector's Enclave (timed in seconds):
-Steal time: without OoI: 3.2secs; with: 4.3. Difference: + 34%
-Entangling Force: without OoI: 5.15s; with: 7s. Difference: +36%
-Freeze (after applying 6 stacks of chill): without OoI: 5.6s; with:7.6s. Difference: +36%.
All the above are with rank 3 of OoI and 5 points in Glacial Movement as I am at level 60. It seems to be adding something like 20% duration across any given rank of OoI instead of 20% for EACH rank. So in my case this would be 15% (from OoI) and 20% from GM; whereas this should have been: 15% from OoI and (20+20+20 = ) 60% from GM. So I should have got a 75% increase in duration for OoI level 3.

Yes, Orb of Imposition does extend the duration of freeze. However Glacial Movement is bugged. Glacial Movement adds 20% control duration at ALL ranks of Orb of Imposition. It does not add 20% control PER Rank of Orb.
Orb + Glacial should be 25/50/75/100% control duration bonus at Rank 1/2/3/4 of Orb.
Instead it is 25/30/35/40% control duration bonus at Rank 1/2/3/4 of Orb.
So it helps, but not nearly as much as it promises.
I am mainly interested in PvP, so even if fixed I am not sure if GM will add that much to the experience since now so many people have severe resistance or immunity to CC, but I believe that GM is one of the most important feats on the at-the-moment weak Oppressor path. Shouldn't this be fixed at least? I haven't check if the "Ray of Frost component" of GM works or not.

Atm dont expect them to fix these and wait for anything special. Until we hit Jan 2017, after that we can mull over again what was done in the past year, if anything that developers and higher ups promised, to make overall gaming better.
I myself have reported multiple class power/feat bugs via ingame bug reports in 1.5 years, none of them are fixed.
So recently i have simply stopped sending any broken class power/feat bug reports, unless it involves logins and crashes.
You can hope this gets fixed but i doubt it, this bug will be here quite long imo, like those class/race bugs that have been ingame since beta.
But hopefully you can enjoy the game as it is.
Ok thanks for letting me know. I'm new to the game and chose the Oppressor tree so it was quite disappointing to see this feat didn't work. I still reported this in the bug reports forum - although I won't expect much if as you say this is common knowledge and yet not addressed in all this time. I'm still enjoying the game yes, although I decided to abandon the Oppressor path unfortunately!
