I would recommend the terror. Makes more damage and the debuff is better too than plague. That little/weak DOT with plague does not worth to use instead of more debuff and damage.

for pve.. plague fire is hands down better for debuffer/buffers.. its 9% total vs 4% added damage to group. a extra 5% is never bad. However you will have to keep the stacks up.
for pvp.. its terror.
For overall purposes you will always see more net damage out of plague for pve.
thanks everyone for your advice! Since there isn't a clear winner here, I am PVE and do not know if I can keep 3 stacks up . . . I will mull it over, maybe try each for a while, too. Thank you!
Terror is better choice especially for op. cause the paladin at-wills are slow af you can't even stack up the pf dot.
Not just that. There's quite a large chance you'll run with a team already containing a PF. Many CWs and even more DCs already use one and they don't stack. If you have a regular group to play with, I'd recommend asking what people are already using. Chances are you're better off adding a Terror enchantment to the team instead of another non-stacking PF. When you run into both of these enchantments already being used, Feytouched is a fine alternative.
PF of different ranks stacks so if you know that the people you run with have a certain rank of PF you can still use it. A lot of people in my guild my T. PF so I've got a perfect on my GF and it works fine.
As a followup, I decided to go with Terror. I'm not what I'd call an "agile" player so keeping stacks up is not as likely for me - that was a big part of the call. But hey, as you all seemed to indicate, I do know how to pick 'em - I gather PF is pretty popular! I didn't realize Feytouched was another good option, I will have to look at that.
And, from what I've read a number of places, it seems maybe some people keep a couple enchants handy and switch them out based on circumstances. I hadn't even considered that. At the prices for these things, I figured I'd just pick one. It is, at least, something for me to consider, keeping a pair around to change up.
get at least 2 different enchs, im running with the dread but farming for a PF to be my second and prolly later 3rd a terror, but it mostly helps in guild party runs.
Nowadays some partys are burning foes so fast that its really viable only if you have lower IL/slower party to optimize weapon enchs for greater chance of success.
Dread for HR/CW, vorpal for everyone else in pve. Pvp, dread offensive, feytouched defensive.
The other enchants are waaaaaaay behind.
No idea what my toon is now.

No, Terror is useless in PVE, no stack, and a damage resistance decrease from 4%. PF stacks up to three times with 15% def decrease, not much else to say... Dread is more accurate for TR's and HR's than any other class, don't forget that CW's dps come from their passives as well.

if i tell players "use pf" soon everyone will use it and hence terror would have been better and vice-versa.
imo check what your mates are using and talk it over or if running solo get the cheaper one

Pure -> Transcendent Plague Fire weapon enchantment giving 80damge/20 seconds for 500k+ AD is a joke.
