I read somewhere on Neverwinter's Twitter that there would be double refinement points some time this month and I was wondering if anyone had any idea if when that would be?

    I thought it was 4/21. Check in game calendar

    April 14th, and again 2 weeks later. Good idea to check the ingame calendar after it comes back up after maintenance today.
