Insignia, why BtC? vote for prefered method of binding

Why are green and blue Insignias Bind to Character? It does not make sense, except if Cryptic wants to make money, as we have to open lockboxes.
Please no response with the silly card blanche "it'S an anti bot meassure". Bind to Account would be sufficiant for that and would give us players more joy as we could transfer them between twinks.
